Title: "Social Media for Increasing Public Engagement in Government Agencies: An Open Government Maturity Model"
Abstract
U.S. government agencies are trying to leverage social media to engage the public thus to realize the vision of the Open Government Directive. While agencies launch multiple public engagement initiatives, many of the initiatives do not appear to deliver the intended outcomes. An important question is how government agencies can effectively increase public engagement. We propose an Open Government Maturity Model which guides agencies through their journey to open government. We argue that there is a logical sequence for increasing open government maturity, and that agencies should proceed in a progressive and orderly manner by focusing on one maturity level at a time, starting from initial conditions, then moving on to data transparency, open participation, open collaboration, and ubiquitous engagement. We analyze three initiatives in public healthcare administration to identify benefits, challenges, risks, best practices, and metrics for different maturity levels. We conclude by presenting guidelines for implementing open government.
